In late 2024, the property manager of a 42,000 square foot retail center on Washington Crossing Road in Newtown, Bucks County, contacted our commercial division with a familiar set of problems. The parking lot, last paved in 1999, was riddled with alligator cracking, potholes, and faded markings. Accessible parking spaces did not meet current ADA slope requirements. Challenge: Full Repaving Without Business Closure
The retail center housed eight active tenants including a pharmacy, restaurant, and dry cleaner. Closing the lot for even a single day would cost tenants revenue and trigger lease complications. Engineering: Base Failure and Drainage Correction
Site investigation revealed widespread base failure beneath the alligator-cracked sections. We milled the existing asphalt to a depth of 3 inches, excavated failed base sections, installed new compacted stone base, and re-graded the lot to establish proper 2% slope toward catch basins. Four new catch basins were added at low points where ponding had persisted.
The drainage redesign required coordination with Newtown Township's stormwater management requirements. Our team submitted revised drainage calculations, obtained the necessary permit amendments, and installed the new infrastructure before any asphalt was placed.
ADA Compliance and Modern Striping
The existing accessible parking layout predated current ADA standards by two decades. We redesigned the accessible parking cluster near the main entrance to include van-accessible spaces with 8-foot access aisles, proper slope ratios, and detectable warning truncated domes at the transition to the sidewalk. New sidewalk ramps connected accessible spaces to the main building entrance route.
Fresh line striping included high-visibility parking stalls, directional arrows, crosswalks, fire lane markings, and specialty striping for the pharmacy's drive-through lane. We used premium traffic paint with glass beads for reflectivity, ensuring visibility during evening hours.
Results and Client Feedback
The five-phase project was completed in 12 working days spread across three weeks, with zero tenant closure days. The property manager reported that tenant complaints stopped immediately after Phase 1 was completed. Customer traffic surveys conducted three months post-completion showed a 12% increase in foot traffic, which the manager attributed to improved parking convenience and professional appearance.
The total project investment was approximately $68,000 — approximately $1.60 per square foot for milling, base repair, new asphalt, drainage, and striping. With proper sealcoating every 2 to 3 years, the new surface is expected to perform for 20 years, delivering exceptional return on investment.
